Myanmar's Suu Kyi, UK's Hague in tune on sanctions (Reuters)

YANGON (Reuters) ? British Foreign Secretary William Hague and Myanmar's pro-democracy leader, Aung San Suu Kyi, set out similar conditions for the lifting of sanctions imposed on the country under the previous military regime at an historic meeting on Friday.

Western countries are cautiously renewing ties with the civilian government in place since last March and Hague, in the former Burma for a two-day visit, has set out four conditions for the easing of sanctions.

Those are the release of hundreds of political detainees, an end to human rights abuses by the army, an effort to resolve ethnic conflicts and the holding of free and fair elections.

Asked at a news conference what she wanted to see before sanctions should be lifted, Suu Kyi referred to what Hague, standing beside her, had said the day before.

"All political prisoners should be released and there should be all efforts made to put an end to all ethnic conflict within our country. Certainly we would want to see free and fair by-elections," she said.

At a later news conference at the end of his visit, Hague was asked how quickly he wanted his conditions met.

"My view is they should be completed as soon as possible. It's important to bear in mind the European Union makes an important decision on sanctions in April this year," he said.

The EU reviews sanctions each year. Last April, after the transition to a civilian government, it lifted travel bans and asset freezes affecting a number of top government officials.

Hague and Suu Kyi spoke to the media on the lawn of her lakeside home, where she spent years under house arrest until her release days after a general election in November 2010.

Scores of journalists were in attendance, photographers and television crews scrambling to get shots of them as they strolled around the grounds after their talks.

"I hope we're at a stage where we can say a long-held dream now has a chance of being realized, but there's so much work to be done. The long darkness in which the people of this country have lived may be coming to an end," Hague said.

He is the first foreign minister from the former colonial power to visit Myanmar since 1955. The army seized power in a 1962 coup and remains the country's most powerful institution.

BALANCING ACT

The new civilian administration quickly embarked on political and economic reforms last year, to the surprise of many, given the number of former junta officials in its ranks.

Other developed countries are cautiously seeking to engage with Myanmar's new rulers, keen to improve living conditions in the country but also to let their companies invest in its rich natural resources, which are already being exploited by Asian countries such as China, Thailand and India.

Two Yangon-based sources said on Friday Myanmar had awarded 10 onshore oil and gas blocks to eight firms in its biggest energy tender in years and was offering nine offshore blocks.

The winning firms were mostly from Asia, the sources, with direct knowledge of the deals, told Reuters.

At his closing news conference, Hague stressed that political and economic reform went hand in hand.

"It's essential for the economic future that the political process for democracy is maintained and completed. Only then will there be an economic relationship with the European Union and United States and only then will foreign investors have the confidence to invest here," he said.

Hague is in a tricky situation, wanting to encourage the reformers led by President Thein Sein but liable to face criticism at home if he seems to be cozying up to former junta members, including Thein Sein, still pulling the strings.

"I think they're sincere, particularly the president," Hague

said earlier.

"The risk of how foreign governments engage with this is that we assume it's all done and forget that this is only part way through," he added. "We must not relax our efforts prematurely. That's the risk we must guard against."

Suu Kyi, the daughter of the leader of the campaign for independence from Britain, is important because of her influence at home and abroad.

Analysts and diplomats say that if she withdrew her long-standing support for sanctions, that would make it easier for Britain and others to scale down the embargoes.

Suu Kyi has shown a willingness to compromise and plans to run for parliament in by-elections on April 1.

The new government may be happy to see her there: Suu Kyi and her party will give the assembly more legitimacy but it will still be controlled by an army-dominated party plus military representatives who have a quarter of the seats.

The authorities formally registered her National League for Democracy (NLD) as an authorized party on Thursday.

Hague met members of the former junta now running the nominally civilian administration in the capital, Naypyitaw, on Thursday, urging them to release all remaining political prisoners and ensure the by-elections were fair.

U.S. Secretary of State Hillary Clinton made a landmark visit to Myanmar late last year, seeking the same reforms and offering similar concessions.

On Thursday, the European Union said it planned to open a representative office in the main city, Yangon.

Britain expressed guarded optimism after the release of 230 political prisoners last October but as many as 600 may remain behind bars.

Holy Revenge: Ex Murdoch editor hired by rival NY tabloid (Reuters)

NEW YORK/LONDON (Reuters) ? The Daily News of New York has hired former News of the World editor Colin Myler as its editor in chief, an appointment that is certain to add spice to the newspaper's long and heated rivalry with Rupert Murdoch's New York Post.

Myler, who replaces Kevin Convey, had long been a close lieutenant of Murdoch, serving as managing editor of the New York Post before he was brought to London in 2007 to clean up the scandal-plagued News of the World.

The hiring of Myler, 59, means he will now be in direct competition with Murdoch, whose News Corp. owns the New York Post and owned the News of the World until it closed this past summer.

Myler will start his job January 10.

Publisher Mort Zuckerman, who announced the hiring in a memo on Wednesday, denied that the decision had anything to do with striking a blow against either the New York Post or Murdoch.

"I have lot of respect and affection for Rupert," he said in an interview. "I don't do anything in business to either hurt him or help him."

The Daily News, the largest-circulation daily newspaper in New York, has been engaged in a long, expensive and often nasty competition with the New York Post. Myler served as executive editor and managing editor of the New York Post from 2001 to 2007.

"He was quite successful at the Post," said British media commentator Steve Hewlett. "He knows the market very well. He's won his spurs in that marketplace, and also of course he has no reason to thank Rupert Murdoch for anything now."

Myler's relationship with the Murdoch family, and Rupert's son James in particular, deteriorated over recent months into finger-pointing and accusations in the aftermath of the News of the World hacking scandal.

Myler was brought to News of the World to set straight a tabloid that was already under intense scrutiny from politicians and the public. Earlier that year, one of the paper's employees had been jailed for hacking into voice mail accounts.

Journalists who previously worked with Myler described him as a demanding editor, one with high standards.

"I quite liked him really, but he could be quite scary," said one former News of the World journalist. "My impression was he played things straight. If he felt you'd done something and ballsed it up he wouldn't forget it. If he felt you'd been incompetent over something he wouldn't forget it."

In 2011, more disclosures came to light about earlier episodes of phone hacking at News of the World, and News Corp eventually made the decision to shut down the 168-year old tabloid.

In statements to the parliamentary committee investigating the events, Myler has contradicted James Murdoch's account of how much he knew about the breadth of hacking at the paper.

Myler told the committee that he warned the younger Murdoch in early 2008 that the hacking went beyond a single reporter, testimony that appeared to be backed up by a series of emails.

James Murdoch, whose handling of the phone hacking crisis has raised questions about his status as presumptive heir to his father, said he did not read the emails.

"Myler's version of events has been substantiated by evidence," said London-based media analyst Clair Enders.

"It is entirely possible that James Murdoch did not read those emails, but Myler did bring the matter to his attention. It dispelled the cloud that was hanging over him in relation to whether he had gone off on his own tangent and was culpable in some way."

Cancer issues expression of concern about two Henschke I-ELCAP ...

The journal Cancer has issued an Expression of Concern about two lung cancer screening papers long dogged by doubt.

Last April, The Cancer Letter and The New York Times jointly published an investigation into the International Early Lung Cancer Action Program (I-ELCAP) run by Claudia Henschke and David Yankelevitz. Other researchers had already criticized the design and conclusions of that trial, but as the investigation noted,?an October 2008 review of the study found that the researchers couldn?t find 90 percent of the subjects? consent forms, an ethical no-no that jeopardizes as many as 135 papers.

Two papers published in Cancer, in 2000 and 2001, are among those?studies, according to the notice?(links added), which credits the Times and The Cancer Letter and notes that the journal has referred the case to Federal investigators:

Cancer is publishing an Editorial Expression of Concern regarding the following articles:

??Early Lung Cancer Action Project: Overall Design and Findings From Baseline Screening?? by Claudia I. Henschke (Cancer. 2000;89(suppl 11):2474-2482).

??Early Lung Cancer Action Project: Initial Findings on Repeat Screenings?? by Claudia I. Henschke, David P. Naidich, David F. Yankelevitz, Georgeann McGuinness, Dorothy I. McCauley, James P. Smith, Daniel Libby, Mark Pasmantier, Madeline Vazquez, June Koizumi, Douglas Flieder, Nasser Altorki, and Olli S. Miettinen (Cancer. 2001;92:153-159).

This Expression of Concern is based on an April 29, 2011, article in The New York Times as well as the April 29, 2011, issue of The Cancer Letter, both of which disclosed details of a report of an Independent Scientific Review Committee (Review Committee) convened by Weill Cornell Medical College to investigate the scientific research conducted as part of the International Early Lung Cancer Action Program (I-ELCAP). The Review Committee reported, among other things, that the I-ELCAP lacked positive confirmation of valid informed consent for all subjects at all sites by the coordinating center.

The information contained in the Review Committee?s report raises issues that cannot be fully investigated by the journal. We have therefore referred this matter to the Department of Health and Human Services Office for Human Research Protections.

Based on the information we have received thus far, we are issuing this Expression of Concern to alert our readers.

The notices also refers to an April?11, 2008?Publisher?s Note about the study that detailed a number of financial conflicts of interest, including patent applications, that Henschke had failed to disclose when she submitted the papers.

The 2000 paper has been cited 62 times, according to Thomson Scientific?s Web of Knowledge, while the 2001 paper has been cited 267.

A separate?2010 study by the National Cancer Institute, the National Lung Screening Trial, validated the general principle behind the I-ELCAP trial.

We?ll update this post as we learn more.

Military Families are as Worthy of Praise?

?as the soldiers they sacrificially support. It is lovely to see that a tune recorded by some military wives in Britain has soared to the top of the charts. At Christmas, it is particularly beautiful, in a world that is busy exalting the arrogant and powerful, to see God exalt those who have borne so much for the rest of their countrymen.

God bring them home safe and sound, through Christ our Lord.
