Keystone pipeline isn't cure for gas prices

By John W. Schoen, Senior Producer

Rising gasoline prices have helped proponents of a controversial pipeline proposal press their case that the project would help ease supply bottlenecks and lower prices for consumers.

They?re half right.

The proposed pipeline would relieve a glut of crude oil backing up in the Midwest?and redirect those barrels?to?Gulf of Mexico ports. From there they could?be shipped to world markets and repriced at?higher global?prices.

But that likely would mean higher prices for drivers in the nation's midsection, who currently are enjoying an unusual discount stemming from a lack of pipeline capacity.??

On Monday, TransCanada Corp., the company that wants to build the pipeline, said it would start construction of a southern leg?while it tries to satisfy environmental concerns raised by the Obama administration that have blocked the longer northern leg.

Oil prices around the world have been rising steadily?since October largely because of tightening sanctions on Iran being imposed by the U.S. and European countries over its suspected?development of nuclear weapons.

"Basically, we're locked into what appears to be an end game with Iran in some form or another,? sad Dan Yergin, chairman of Cambridge Energy Research Associates. ?The sanctions really start to kick in over the next several months, and the whole aim is to choke off?Iran's?oil revenues and that means choke off its exports."

The result is that pump prices have jumped 20 cents a gallon in the past month alone, according to data from the Energy Information Administration, and Republicans are beginning to use the energy inflation as a political talking point.

But the pain has been inflicted unevenly across the country, with consumers on the coasts paying much higher prices than those in the Midwest and Rocky Mountain regions, where supplies of oil are plentiful.

One reason crude is so plentiful in the Midwest is that new production technologies have boosted production in oilfields that were once thought to be exhausted or too costly to develop. After two decades of steady decline, total U.S. oil production began rising again in 2009, according to the EIA.?Increased production from Canadian tar sands fields also has boosted Midwest supplies.

But as domestic and Canadian production have risen, pipeline bottlenecks have cropped up ? especially over the 500 miles from Cushing, Okla., to Houston, the nation?s largest oil shipping port and home to about half its?refining capacity.

?We lack infrastructure to catch up with the fact that there's been this big change in oil production,? said Yergin. ?Eight years ago, North Dakota was not the fourth-largest oil producing state in the country. So we need new pipelines, and the lack of those pipelines -- the lack of catching up -- is reflected in the disparity (in prices).?

Until last year, the benchmark price of U.S. crude based on Cushing delivery, known as West Texas Intermediate, closely tracked the global benchmark, called Brent North Sea.

But in the past year, as rising supplies of captive Midwest supplies depressed prices, the gap widened to once-unimaginable levels. By last fall, the discount for West Texas Intermediate had widened to as much as $30 a barrel before shrinking back to about half as much.

CNBC's Eamon Javers reports on the high cost of oil and whether speculation is driving prices higher. Also, how to play oil's rise, with Dan Dicker, MercBloc president.

All of which has helped oil refiners in the Midwest keep pump prices lower than on the coasts, where refiners pay the higher Brent price, regardless of where the oil came from.

The regional difference in pump prices has been substantial. At the end of last month, the average price for a gallon of gasoline in the Rockies was 41 cents below the U.S. average -- the biggest gap?since the Energy Department began tracking regional prices in 1992.?

That?s where the Keystone pipeline comes in. ?Proponents of the pipeline have argued it will help wean the U.S. off foreign imports and lower pump prices. But rather than pushing Gulf Coast prices lower,?it will let oil producers charge more for their crude.

TransCanada Corp.?estimates?the pipeline?would boost sales?of Canadian-produced crude by $2 billion to $4 billion a year, according to an assessment submitted to Canada's National Energy Board.

?The prices for those crudes in North Dakota and Canada will fetch closer to Gulf Coast prices, which are tied into the higher international market price,? said Tim Hess, an Energy Department analyst.

The reason is fairly simple. Even at maximum capacity, the Keystone line will move some 400,000 barrels per day of crude from Canada and the Midwest to global oil market.?With the transportation discount?removed, those barrels likely will be repriced to the higher global benchmark. ?

And with or without the Keystone pipeline, the ?Midwest discount? that?consumers?now enjoy may go away later this year.

To help alleviate the Cushing bottleneck, the owner of a pipeline that now flows north from Houston plans to reverse the flow in June.?

In a recent research report, analysts at Goldman Sachs predict the reversal of?Enterprise Products' Seaway pipeline will help cut the spread between the price of U.S. and Brent crude to $5 a barrel in six months.

CNBC's Phil LeBeau and Jane Wells report where drivers are likely to pay the most for gasoline.

HTC One X announced at MWC 2012

HTC's launched a new flagship handset for Mobile World Congress 2012, the HTC One X -- codenamed Endeavour. Dipping into design notes from The Nokia Lumia line, the One X is a unibody device machined from white polycarbonate that uses Gorilla Glass to protect its 4.7-inch 1280x720 non-pentile Super LCD 2 display. Stunning outside appearances aside, HTC's newest features an NVIDIA Tegra 3 quad-core processor for the Global edition and a Qualcomm Snapdragon S4 dual-core for the LTE iteration. Memory specs on the box show 1GB DDR2 and 32GB of built-in storage -- 26GB of which is available to the user -- and an additional 25GB free for two years through DropBox. Connectivity options abound with quad-band GSM and quad-band 42Mbps HSPA+ -- which includes AWS frequencies, huzzah! At the heart of its 8MP f/2.0 camera section is HTC's ImageChip silicon for clearer shots even in low light conditions and the ability to shoot pictures while recording continuous focus 1080p video. Rounding out the new set's photographic prowess is a unique LED flash with support for 5 levels of automatic brightness control and a front facing 1.3 megapixel number that'll sort your 720p HD needs. All things considered we'd say HTC has likely knocked it out of the park with this Engadget specced device, the only thing some might possibly nitpick would be that the 1800mAh battery nestled in the housing is never coming out nor will you find a spot to pop an additional memory card in. We'll be back as quick as we can with some detailed hands-on details, pics, and video. What we do know is that it'll be out globally in April.

Retail experts launch Consumer Product Innovation Lab | Business

Budding entrepreneurs from around the globe could begin flocking to Bentonville to pitch their product ideas to savvy retail experts closely linked to Walmart.

Bentonville-based 8th & Walton best known for its Walmart supplier education programs, recently launched a new division in partnership with some of the biggest names in retailing and consumer product marketing.

The initiative aims to help more start-up companies succeed in selling to the masses with a select few getting capital and intense mentoring via the new Consumer Product Innovation Lab in Bentonville.

Matt Fifer, founder and partner at 8th & Walton, said Bentonville offers expertise unmatched anywhere else in the world. He said the local concentration of knowledge about taking consumer products to market is second to none.

Aside from being home to Walmart, Northwest Arkansas also offers a connection to more than 1,200 of the most successful consumer brand sales teams with offices here.

Fifer estimates the new Consumer Product Innovation Lab will see about 1,000 applications from aspiring entrepreneurs a year. Between 2 and 5% of those will be selected to partner with the lab.

Like the reality television show Shark Tank, start-up companies will give up a small equity stake in their companies to partner with a team of experts who can help them successfully take their product to the mass market, and provide access to capital.

According to a study by Harvard Business School, 30,000 new consumer products are launched each year and 95% of them fail.

?Our objective is to get personally involved in these early stage companies by bringing the best of the best together as teachers and mentors to these companies and dramatically improve their chances of success,? said Bob Connolly, retired merchandising executive from Walmart. Connolly is one of a dozen or so mentors who have signed to the project.

How a new business model could revolutionize fresh food ...

In his series of books on innovation, Harvard Business School Professor, Clayton Christensen makes one of the most compelling cases yet for the following maxim: You can build a better mousetrap, but that doesn?t mean they will necessarily use it.

Christensen?s argument goes something like this: Innovations that disrupt markets nearly always start with a new, or newly applied, technology that offers a significant improvement over previous ones. But, great technology alone is not enough for success.

To truly shake things up in a market, innovations also need new business models as well as what Christensen calls ?value networks? ? new supply chains, channels to market and so on. Without such support, established leaders can squash or co-opt new players, sometimes killing or at least sidelining their innovations along with them. Sometimes it can take a long time for new business models and value networks to evolve in support of a ?new? technology.

This fundamental shift could soon happen for fresh food ? yes, I said food! ? and at BrightFarms we?re building a new business model around produce. But before we explore the future of food, let?s take a look back at other disrupted sectors, such as the auto industry, digital music and clean power.

New business models

The automobile was invented and patented by Karl Benz around 1885. But automobiles did not displace horse-drawn carriages for everyday personal transportation until Henry Ford started mass-producing the Model T in 1908 and Congress passed the Federal Aid Road Act in 1916.? Electric vehicles may again disrupt the auto sector, though none of the EV makers have revolutionized the auto world quite yet.

Another example is MP3 technology, which ? combined with online music downloads ? has revolutionized the music industry. MP3 technology was invented in the late 1970s, but could not be commercialized until the industry adopted standards in the early 1990s. Even then, it took another decade for Apple to introduce the iPod and iTunes ? a killer combination of inexpensive and easy to use hardware and legal online content.

Then there?s solar power. The sun as a source of energy dates back to ancient times, of course. But its first potentially mainstream applications ? most notably a satellite powered by a small solar cell ? emerged in the 1950s.

Solar technology research and development has continued over the last 50-plus years, but solar languished as a commercially viable alternative to fossil fuel-based sources of energy because of low oil prices.

We did not make significant progress in the deployment of solar until it made business and economic sense.? As the price of a kilowatt-hour of electricity rose, the price of solar in many markets suddenly made economic sense.? Even then, it took a business model innovation ? the power purchase agreement (PPA) ? for rooftop solar to take off.? The solar PPA enabled users to purchase solar-generated electricity as they consumed it, with no upfront cost of building a solar plant.

The future of food

But, how about food?? Yes, I said food.

Just as there has been a growing consumer demand for clean energy, there has also been a growing demand for fresh, locally grown produce. The USDA expects consumer demand for locally grown food in the U.S. to rise from an estimated $4 billion in 2002 to as much as $7 billion by 2012.

The centralization of food ?manufacturing?, however, has resulted in a system of food built for travel, not taste. And our centralized food supply chain actually defies nature. ?Our system grows tomatoes in Mexico to sell in St. Paul, Minnesota in the dead of winter ? and by the way, it usually is a dead tasting tomato. With this long and complex supply chain, most Americans also have no idea where their food comes from.

Yet, we have had the technology for centuries to grow fresh local produce 365 days per year, throughout the U.S., in hydroponic greenhouse farms.

Hydroponic systems grow food with less water, land and pesticides, and they produce much higher yields.? ?Hydroponics ?(from the Greek words hydro [water] and ponos [labor]) is a centuries-old method of growing plants using mineral nutrient solutions in water and without soil.?

A controlled rooftop environment makes the entire system isolated from many of the causes of contamination (such as a field?s water and workers coming in contact with livestock run-off).

At BrightFarms we are deploying business model innovation for produce that could disrupt the produce industry. Think of the model like a solar PPA, but for produce ? a ?produce purchase agreement?. A PPA between BrightFarms and major supermarkets disintermediates the old system.

Instead of transporting produce thousands of miles, we finance, build and manage (in partnership with local farmers) greenhouse farms to grow and sell produce in the same community.

So, instead of paying for transportation, (the average food item in the U.S. travels 1,500 miles), shoppers are paying for better produce. Plus, our shorter and simpler supply chain results in fresher, safer, longer-lasting, tastier and more nutritious produce that uses fewer pesticides and less water and land, and that mitigates contaminants and run-off.

Hydroponic greenhouse technology, like solar, has been here all along. We just needed the PPA business model as a disruptive innovation to unlock it?s potential.

PokerSec: An Online Security Firm Focusing on Online Gaming ...

The need for increased security in online poker has never been more apparent than it is today. Scandal after scandal has rocked the online poker world. Stories of superusers, collusion, bots, and hacking have ?The new organization combines the knowledge of the inner workings of many of the popular online poker clients with the years of experience in the IT security and compliance field.? become synonymous with online poker are the current push towards regulation in the US has brought these skeletons out of the closet and into the public spotlight.

In response to these recent trends PokerSec was formed. The new venture is collaboration between a poker datamining company HHSmithy and an information Security firm SeNet International Corporation. The new organization combines the knowledge of the inner workings of many of the popular online poker clients with the years of experience in the IT security and compliance field. Pokerfuse sat down with two of the founding members of PokerSec, Gus Fritschie and Kader Belbina, to find out more about their latest venture.

PokerSec is a B2B company that plans to provide services to online operators and work with regulators to provide a safer more secure environment for the online poker community. Belbina categorized the company?s range of services offered to operators as online security related to infrastructure and ?the integrity of the games? from both a proactive and reactive approach.

Poker Sites

In dealings with poker sites, Belbina explained that their proactive approach encompasses more than code analysis that would detect backdoors, superuser accounts, or privacy and security issues that may be inherent in the client/server interface. Fritschie added, ?we also examine the operational processes that can expose vulnerabilities associated with the use of peripheral services which could compromise the integrity of the system as a whole such as mail and web servers.?

PokerSec also plans on increasing online poker sites? abilities to detect bots, collusion and chip dumping through the analysis of hand histories. Belbina sees the company?s reactive services being made available to those that suspect foul play as a way of giving back to the poker community.

When asked if any backlash could be expected from the poker sites as a result of PokerSec?s close ties with a datamining company ? an industry viewed as ?blackhat? by many online poker operators ? Belbina indicated? We also examine the operational processes that can expose vulnerabilities associated with the use of peripheral services which could compromise the integrity of the system as a whole such as mail and web servers.? that reactions thus far have been positive.

On the topic of helping operators block dataminers, Belbina said, ?it does not make sense for a company like PokerSec to work on a project that?s outright goal was to 'ban datamining? because it doesn?t lead to a safer environment to play poker. What we would be more than willing to work on is things such as securing the poker client from code injection, reverse engineering and other activities which could be used in nefarious ways despite some of these techniques being used by dataminers.?

With operators already having security teams in place, convincing them that devoting additional resources to an aspect of the business that is rooted in the long-term health of the game and not in the short-term profits can be a quite challenge. Belbina see it as a matter of cost efficiency.

Hiring PokerSec requires operators to maintain ?less infrastructure and they won?t have to retain their own in-house team and keep up to date with the ever evolving world of collusion and botting,? he said. ?This is especially true for smaller poker rooms that hold the integrity of the game in high regard.?

Regulators

Plans are also in the works to forge relationships with regulators. ?There is a lot of excitement about regulation of online poker but I never hear anyone talking about the security? Fritschie said. Take for example ?the latest Nevada gaming regulation related to online poker for intrastate gaming. There is not a lot touching on security. It is more about the operational and management controls that are in place to prevent a fiasco like [Full Tilt].?

?I think if you had regulation to enforce some of these basic security controls and then you had a firm like PokerSec to audit and verify that these controls are in place so that the public can feel comfortable and ?Let?s face it, online poker doesn?t have a very good track record of providing secure services.?safe playing on these sites I really think it?s a win-win situation for everybody.?

The responsibility for information security controls cannot continue to be the burden of the players alone. Considering the amount of money that people regularly hold in online poker accounts there is an overall lack of security on most sites as compared to equivalent industries in the financial sector.

PokerSec?s plans for the future go beyond just servicing regulatory bodies. ?Part of our roadmap is to gain some more influence [with regulators] in order to help them tailor the regulations to make sure they include security,? Fritschie said.

Public Perception

Fritschie emphasized the online poker industry?s need for such a company. ?Legitimacy is a concern for players.? Online poker operators ?need to take security seriously in order to offer a fair environment to the players? and promote a positive image of the game. ?Let?s face it, online poker doesn?t have a very good track record of providing secure services.?

A company whose ?focus and core competency is in online gaming security should give the public confidence?, said Fritschie. ?I do not believe that there are any firms that have the focused approach combined with a team of online gaming and security experts like PokerSec.?

Risk management a higher priority today - Part 2 | Enterprise ...

In the first part of the story, Christopher Loh, Partner, Accenture Management Consulting and ASEAN Practice Lead, Accenture Risk Management, observed trends specific to certain Asian countries.

Here, he continues with his observations:

Enterprise Innovation: How can enterprises become Risk Masters?

Christopher Loh, Accenture
: Based on Accenture?s study, the following capabilities rose to the top when it comes to mastering a new generation of risk masters:

1. Create shareholder value from risk management.

Risk Masters are especially adept at creating processes and mechanisms that link risk to business performance. Risk Masters are especially attuned to their risk management function as a driver of specific benefits. For example, 74% of Risk Masters see the risk organization as critical to reducing operational, credit and market losses compared with only 34% of non-Risk Masters.

2. Involve the risk organization in key decision-making processes.

The risk management organization needs to be included in activities such as strategic planning, objective setting and incentives, financing decisions and performance management processes. Accenture believes that, by involving the risk function in key business decisions, companies can link risk and profitability objectives, improve strategic capital decisions and increase shareholder returns.

3. Improve the sophistication of measurement, modeling and analytics to anticipate risks in an increasingly complex environment.

EU suspends copyright treaty ratification

(AP) ? The European Commission, facing steep opposition, has suspended efforts to ratify a new international anti-counterfeiting agreement ? instead referring it to Europe's highest court to see whether it violates any fundamental EU rights.

EU Trade Commissioner Karel De Gucht said Wednesday that an opinion from the European Court of Justice would clear away the fog of misinformation surrounding the Anti-Counterfeiting Trade Agreement, known as ACTA.

"This debate must be based upon facts and not upon the misinformation or rumor that has dominated social media sites and blogs in recent weeks." De Gucht told reporters in Brussels.

The decision appeared to reflect recognition by European Union officials of the political obstacles that have arisen. Protests against the agreement were staged earlier this month in several European capitals ? including Berlin, Helsinki, Paris and Vienna ? by critics who say the agreement would stifle free speech and access to information.

For the EU to be a party to the treaty, all 27 member states would have to ratify it.

ACTA has been under negotiation for years and has already been signed by a number of industrialized countries, including the United States, South Korea and Japan. Its drafters say it is needed to harmonize international standards to protect the rights of those who produce music, movies, pharmaceuticals, fashion goods, and a range of other products that often fall victim to piracy and intellectual property theft.

EU officials say the agreement will change nothing in the bloc. They insist what was legal pre-treaty would remain legal the day after, and what was illegal would remain illegal. But they have said the EU must ratify it as an example to other countries where intellectual property rights are less protected than they are in the EU.

However, opponents fear ACTA would lead to censorship and a loss of privacy on the Internet.

The Many Faces of Socially Responsible Investing - Does the Screening Mechanism Affect the Risk and Return of Mutual Funds?
Jacquelyn Humphrey and David Tan (Australian National University) | Aug 2011
We investigate whether positive or negative screening impacts the performance and risk of socially responsible mutual funds. We mimic the characteristics of mutual funds and bootstrap firm returns to form portfolios which reflect actual mutual fund holdings. We find positive screening results in increased returns, but also increased total risk and beta. We do not find support for the conjecture that positively screened firms have lower unsystematic risk. Return results from negative screening are not as clear, but we do find that increasing the number of stocks excluded from a portfolio may impede the ability to fully diversify.

Green Investment and Related Disclosures Decisions
Patrick Martin and Donald Moser (University of Pittsburgh) | Dec 2011
We use experimental markets to examine whether preferences for societal benefits lead managers to invest in unprofitable green projects, what information they disclose regarding such investments, and how investors react to those disclosures. We find that managers who are also shareholders in their company make green investments even when they know this reduces shareholder value, thereby decreasing their own and other current shareholders? payoffs. Moreover, managers voluntarily disclose to potential investors that they have made such unprofitable green investments and tend to focus their disclosures on the societal benefits of their green investment rather than on the cost to the company. Finally, potential investors? bids for the company reward managers and other current shareholders more when managers disclose their green investments than when they do not, and this result is stronger when managers? disclosures focus on the societal benefits of their investment rather than on the cost to the company. These results are consistent with both managers and potential investors trading off personal wealth for societal benefits and help explain why, given the current voluntary reporting environment, company managers often focus their disclosures of environmental investments on the benefits to society and to the company rather than on the cost to the company. In addition to these specific results, our study demonstrates the benefits of using experiments to study important corporate social responsibility issues that are difficult to address using archival data.

The Performance of Socially Responsible Investment: A review of scholarly studies published 2008?2010
Emma Sj?str?m (Stockholm School of Economics) | Oct 2011
This report explores whether socially responsible investment (SRI) generates higher, lower or similar risk adjusted financial return compared with conventional investment. 21 academic studies are reviewed. Seven studies conclude that SRI have similar performance relative to their conventional peers. Five studies report that SRI outperforms conventional investment. Three studies find that SRI generates inferior performance relative to its conventional peers. Finally, six studies report mixed results. We can conclude that results point in all different directions, and that there is no clear link between SRI and financial performance. Our results implicates that it would be unwise to make general statements about the performance of SRI based on only one or a few studies.

Trends in the Literature on Socially Responsible Investment: Looking for the Keys Under the Lamppost
Gunther Capelle-Blancard and St?phanie Monjon (Universit? Paris) | Oct 2011
In this paper, we use online search engines and archive collections to examine the popularity of socially responsible investing (SRI) in newspapers and academic journals. A simple content analysis suggests that most of the papers on SRI focus on financial performance. This profusion of research is somewhat puzzling as most of the studies used roughly the same methodology and obtained very similar results. So, why so many studies on SRI financial performance? We argue that the academic literature on SRI is mostly data-driven: the famous ?Looking for the Keys Under the Lamppost? syndrome. The question of the financial performance of the SRI funds is certainly relevant, but maybe too much attention has been paid to this issue, whereas more research is needed on a conceptual and theoretical ground, in particular the aspirations of SRI investors, the relationship between regulation and SRI, as well as the assessment of extra-financial performances.

Financial Constraints on Corporate Goodness
Harrison Hong (Princeton University), et al. | Jan 2011
We model the firm's optimal choice of capital and goodness subject to financial constraints. Managers and shareholders derive benefits over profits and social responsibility. Goodness is costly and its marginal benefit is finite; as a result, less-constrained firms spend more on goodness. We verify that less-constrained firms do indeed have higher social responsibility scores. Our empirical analysis addresses identification issues that have long plagued the corporate social responsibility literature, establishing the causality of this relationship using a natural experiment. During the technology bubble, previously constrained firms experienced a temporary relaxation of their constraints and their goodness scores also temporarily increased relative to their previously unconstrained peers. This convergence applies to all components of the goodness scores such as community and employee relations and environmental responsibility but not governance.

Are Red or Blue Companies More Likely to go Green? Politics and Corporate Social Responsibility
Alberta Di Giuli (ISCTE Business School) and Leonard Kostovetsky (University of Rochester) | March 2011
We use political variables to examine how personal preferences of firm stakeholders for socially responsible behavior affect corporate social responsibility (CSR). We find that firms with Democratic CEOs, founders, and directors are more socially responsible, as reflected in higher KLD scores (firm CSR ratings provided by Kinder, Lydenberg, and Domini), than firms with Republican corporate stakeholders. On average, firms with a Democratic CEO have KLD scores that are 0.15 standard deviations higher than firms with a Republican CEO. Firms headquartered in states that lean Democratic are also more socially-responsible than firms in Republican states. Specifically, firms in deep-?blue? states like California have, on average, KLD scores that are 0.22 standard deviations higher than firms in deep-?red? states such as Louisiana. Our tests control for important firm characteristics such as size and financial constraints, CEO characteristics such as the CEO?s age and gender, and industry effects. We investigate, and find little evidence in favor of, alternative explanations such as reverse causality (CSR leading to more donations to Democrats) and selection (responsible firms hiring more Democratic CEOs or choosing headquarters in Democratic states). The recent growth in the popularity of CSR and socially-responsible investing (SRI) suggests that our results are relevant for corporate finance and asset pricing.

(AP) ? Syrian tanks and troops massed Monday outside the resistance stronghold of Homs for a possible ground assault that one activist warned could unleash a new round of fierce and bloody urban combat even as the Red Cross tried to broker a cease-fire to allow emergency aid in.

A flood of military reinforcements has been a prelude to previous offensives by President Bashar Assad's regime, which has tried to use its overwhelming firepower to crush an opposition that has been bolstered by defecting soldiers and hardened by 11 months of street battles.

"The human loss is going to be huge if they retake Baba Amr," said Rami Abdul-Rahman, who heads the Britain-based activist group Syrian Observatory for Human Rights.

Russia's U.N. Ambassador Vitaly Churkin said Russia will put forward a proposal at the U.N. Security Council in the coming days regarding humanitarian aid to Syria, the Itar-Tass news agency reported.

Churkin was quoted by the agency as telling Vesti 24 television on Monday that the council "could undertake concrete steps aimed at solving humanitarian issues, relying, among other things, on the fact that Damascus allowed the Red Cross to bring humanitarian aid to some regions."

Churkin gave no details about the proposal, his spokesman Anton Uspensky told AP. Russia and China have vetoed two Security Council resolutions backing Arab League plans aimed at ending the conflict and condemning the government crackdown.

The central city of Homs ? and in particular the opposition district known as Baba Amr ? has become a critical ground for both sides.

The opposition has lionized it as "Syria's Misrata" after the Libyan city where rebels fought off a brutal government siege. Assad's regime wants desperately to erase the embarrassing defiance in Syria's third-largest city after weeks of shelling, including a barrage of mortars that killed up to 200 people earlier this month. At least nine people were killed in shelling Monday, activists said.

Another massive death toll would only bring further international isolation on Assad from Western and Arab leaders.

"The massacre in Syria goes on," said U.S. Sen. John McCain during a visit to Cairo, where he urged Washington and its allies to find way to help arm and equip Syrian rebels.

McCain, a senior member of the Senate Armed Service Committee, said he did not support direct U.S. weapons supplies to Syrian opposition forces, but has suggested the Arab League or others could help bolster the fighting power of the anti-Assad groups. The U.S., he said, could assist with equipment such as medical supplies or global positioning devices.

"It is time we gave them the wherewithal to fight back and stop the slaughter," he said.

Assad's fall also would be a potentially devastating blow for his close ally Iran, which counts on Syria as its most reliable Arab ally and a pathway for aid to Tehran's patron Hezbollah in Lebanon. But McCain urged for "like-minded" Western and Arab nations also to guard against attempts by al-Qaida or other extremists to exploit a leadership vacuum if the regime crumbles.

"For us to sit back and do nothing while people are being slaughtered ... is an affront to everything America stands for and believes in," said McCain, suggesting that the Republicans could seek to make Syria a central campaign issue in this year's U.S. presidential election.

But U.S. Secretary of State Hillary Rodham Clinton, on a visit to Mexico on Monday, dodged a question about whether the U.S. could accept Arab countries or others arming the Syrian rebels.

We are all working for the planned friends of Syria meeting at the end of this week, which we think will give us a chance to come together and chart a way forward," she said.

She said the meeting in Tunisia "will demonstrate the Assad regime is increasingly isolated and that the brave Syrian people need our support and solidarity."

But she said that should be expressed through humanitarian help and encouragement to the Syrian opposition to promise that everyone they will be represented in a new Syria.

In Cairo, Arab League Secretary-General Nabil Elaraby suggested at a news conference that Russia and China ? two countries that recently supported Damascus by vetoing a U.N. Security Council resolution condemning Assad's regime ? may be shifting their positions.

"There are some indications, especially from China and to some degree from Russia that there may be a change in their stance," he said, without elaborating.

Syria-based activist Mustafa Osso told The Associated Press that Assad's military should face strong resistance as residents plan to fight until "the last person." He added that Homs is facing "savage shelling that does not differentiate between military or civilians targets."

The Baba Amr neighborhood on Homs' southwest edge has become the centerpiece of the city's opposition. Hundreds of army defectors are thought to be taking shelter there, clashing with troops in hit-and-run attacks each day.

Amateur videos posted online showed what activists said were shells falling into Baba Amr. Black smoke billowed from residential areas. Phone lines and Internet connections have been cut with the city, making it difficult to get firsthand accounts from Homs residents.

In Geneva, a spokeswoman for the International Committee of the Red Cross said the group has been in talks with Syrian authorities and opposition groups to negotiate a cease-fire in some of the most violence-torn areas.

"We are currently discussing several possibilities with all those concerned, and it includes a cessation of fighting in the most affected areas," the spokeswoman, Carla Haddad, told the AP.

She said the talks weren't aimed at resolving any of the entrenched political differences.

"The idea is to be able to facilitate swift access to people in need," Haddad said.

Clashes between military rebels and Syrian forces are growing more frequent and the defectors have managed to take control of small pieces of territory in the north as well as parts of Homs province, which is Syria's largest stretching from the border with Lebanon in the west to Iraq and Jordan in the east. Increasingly, Syria appears to be careening toward an all-out civil war.

Activists believe Assad may be trying to subdue Homs ? an important stronghold for anti-Assad groups ? before a planned referendum Sunday on a new constitution. The charter would allow a bigger role for political opposition to challenge Assad's Baath Party, which has controlled Syria since a 1963 coup.

But the leaders of the uprising have dismissed the referendum as an attempt at superficial reforms that do nothing to crack the regime's hold on power.

"We have called for a boycott of the referendum which cannot be held while parts of Syria are a war zone," said Omar Idilbi, a Beirut-based member of the opposition Syrian National Council.

The U.N. last gave a death toll for the conflict in January, saying 5,400 had been killed in 2011 alone. But hundreds more have been killed since, according to activist groups. The group Local Coordination Committees says more than 7,300 have been killed since March of last year. There is no way to independently verify the numbers, however, as Syria bans almost all foreign journalists and human rights organizations.

In the western Hama province, troops backed by armored personnel carriers and military buses stormed several villages, conducting raids and arrests. A 32-year-old man was killed by gunfire from a security checkpoint in the area, activists said.

Nanoparticles in food, vitamins could harm human health, researchers warn

ScienceDaily (Feb. 16, 2012) ? Billions of engineered nanoparticles in foods and pharmaceuticals are ingested by humans daily, and new Cornell research warns they may be more harmful to health than previously thought.

A research collaboration led by Michael Shuler, the Samuel B. Eckert Professor of Chemical Engineering and the James and Marsha McCormick Chair of Biomedical Engineering, studied how large doses of polystyrene nanoparticles -- a common, FDA-approved material found in substances from food additives to vitamins -- affected how well chickens absorbed iron, an essential nutrient, into their cells.

The results were reported online Feb. 12 in the journal Nature Nanotechnology.

According to the study, high-intensity, short-term exposure to the particles initially blocked iron absorption, whereas longer-term exposure caused intestinal cell structures to change, allowing for a compensating uptick in iron absorption.

The researchers tested both acute and chronic nanoparticle exposure using human gut cells in petri dishes as well as live chickens and reported matching results. They chose chickens because these animals absorb iron into their bodies similarly to humans, and they are also similarly sensitive to micronutrient deficiencies, explained Gretchen Mahler, Ph.D. '08, the paper's first author and former Cornell graduate student and postdoctoral associate.

The researchers used commercially available, 50-nanometer polystyrene carboxylated particles that are generally considered safe for human consumption. They found that following acute exposure, a few minutes to a few hours after consumption, both the absorption of iron in the in vitro cells and the chickens decreased.

But following exposure of 2 milligrams per kilogram for two weeks -- a slower, more chronic intake -- the structure of the intestinal villi began to change and increase in surface area. This was an effective physiological remodeling that led to increased iron absorption.

"This was a physiological response that was unexpected," Mahler said.

Shuler noted that in some sense this intestinal villi remodeling was positive because it shows the body adapts to challenges. But it serves to underscore how such particles, which have been widely studied and considered safe, cause barely detectable changes that could lead to, for example, over-absorption of other, harmful compounds.

Human exposure to nanoparticles is only increasing, Shuler continued.

"Nanoparticles are entering our environment in many different ways," Shuler said. "We have some assurance that at a gross level they are not harmful, but there may be more subtle effects that we need to worry about."

The paper included Cornell co-authors Mandy Esch, a research associate in biomedical engineering; Elad Tako, a research associate at the Robert W. Holley Center for Agriculture and Health; Teresa Southard, assistant professor of biomedical sciences; Shivaun Archer, senior lecturer in biomedical engineering; and Raymond Glahn, senior scientist with the USDA Agricultural Research Service and courtesy associate professor in the Department of Food Science. The work was supported by the National Science Foundation; New York State Office of Science, Technology and Academic Research; Army Corp of Engineers; and U.S. Department of Agriculture.

JEAN-BAPTISTE GODIN ( ENGLISH )

Jean-Baptiste Andr? Godin (26 January 1817 -29 January 1888) was a French industrialist and social experimentor born on the 26th of January 1817 at Esqu?h?ries (Aisne).
The son of an artisan, he entered an iron-performs at an early age, and at seventeen created a tour of France as journeyman. Returning to Esqu?h?ries in 1837, he started a little factory for the manufacture of castings for heating-stoves.
